Puducherry State Wide Area Network (PSWAN)

The State Wide Area Network (SWAN) has been identified as one of the core infrastructure components by Government of India under National e-Governance Plan (NeGP) for supporting various e-Governance initiatives & the Department of Information Technology (DIT, GoI) has earmarked a significant outlay for supporting this activity.

The State Wide Area Network will effectively and efficiently meet the requirements of State Government for voice, video and data communications, with the goal of achieving a single centralized communications infrastructure for the state. The State Wide Area Network will make it possible for the citizens and government departments to access state government information and applications hosted out of the Data Centre.

Based on the guidelines issued by the Department of Information Technology, MCIT, New Delhi for the setting up of PSWAN, this Administration has selected Option-II of the implementation options and NIC was appointed as the prime implementation agency for the SWAN for establishment, operation and maintenance of the Network as an integral part of NICNET, with an appropriate end-to-end Service Level Agreement (SLA). The funds would be released to National Informatics Centre Service Inc. (NICSI) by Department of Information Technology, MCIT, New Delhi and execution would be carried out by NIC.

The total cost of the project is ₹ 10.09 crores and the details of the project cost is detailed below :

Towards the GoI funding support, the administrative approval has been obtained from Department of Information Technology, MCIT, Government of India, New Delhi for the project vide their letter No.3 (34)/2005-EGD dt.29.03.2007 at a total estimated outlay of ₹ 10.09 crores to be implemented by NIC through NICSI with estimated GoI contribution of ₹ 7.24 crores to be released as DIT Grant to NICSI and the UT share of ₹ 2.85 crores to be released as Additional Central Assistance through the Planning Commission by DIT, GoI. The amount of DIT share would be released as Grant-in-Aid. The Puducherry e-Governance Society (PeGS) is the State implementing Agency for the project. M/s. BSNL is the bandwidth provider of the network. NIC is the Network Operator for the implementation of this project.

As per the guidelines issued by MCIT, GoI for the PSWAN, there are two parts, ie., a) Vertical Backbone network connecting UT centre with the Block centres through district centres comprising 12 PoPs, b) Horizontal Connectivity from the PoP locations to the Government offices. The backbone networks comprises of 12 nos. of Points of Presence (PoP) which is an exchange through which the connectivity is extended to the horizontal connections. The horizontal connections are the Government offices which are connected to the PSWAN. The Vertical Backbone network was established, operated and maintained by NIC during the initial period of 5 years plus an extended period of one more year, viz., upto 6th year the PSWAN infrastructure was managed by NIC. The Directorate of Information Technology, Government of Puducherry has taken over the PSWAN infrastructure from NIC on 01.03.2015 and acting as the Network Operator with the help of FMS personnel deployed through one of the NICSI’s empanelled agencies M/s. Wipro Ltd.
