Puducherry State Wide Area Network (PSWAN)
Overview & Strategic Purpose.
The Puducherry State Wide Area Network (PSWAN) serves as the core digital infrastructure for the Government of Puducherry, established under the National e-Governance Plan (NeGP). Designed to provide a centralized, secure communications framework for voice, video, and data, PSWAN enables seamless access to state government applications and citizen services hosted in cloud and State Data Centre environments.
Project Evolution & Modernization
Establishment & Initial Model (2009–2023):
- Launch: Established in 2009 with initial 5-year funding from the Government of India, later transitioning to Grant-in-aid funding managed by the Directorate of Information Technology (DIT) via the Puducherry e-Governance Society.
- Operations: DIT assumed full Network Operator responsibilities in 2015. Infrastructure relied on traditional leased-line technology operating through 1 State-wide, 3 District-wide, and 8 Block-wide Network Operating Centres (NOCs). Around 200+ offices across the UT of Puducherry were provided with PSWAN connectivity during this period
- Architecture Upgrade: To address expanding digital demand, DIT restructured the network using modern MPLS Cloud Technology, secured approval from the State Apex Committee for Digital India in 2024.
- Centralization: Consolidated distributed NOCs into a single, co-located NOC at the Puducherry State Data Centre (PYSDC).
- Connectivity Deployment: Rolled out in April 2024 and presently 312 Government departments/offices were provided with PSWAN connectivity.
- Phase 2 Expansion: Initiated in December 2024 to extend coverage to Corporations, Societies, and Autonomous Bodies, adding 63 institutions to date.
- Aggregation Link: Upgraded to 2 Gbps at the PYSDC.
- Departmental Links: Tailored connections ranging from 20 Mbps, 50 Mbps, to 100 Mbps based on operational requirements.
- Internet Provisions: Augmented the baseline 1 Gbps National Knowledge Network (NKN) link with an additional 1 Gbps BSNL internet bandwidth to accommodate high-volume enterprise traffic.
